Looks do not matter, genetics do. Even at 1/64th a person still holds features of that race. After that, those features are usually bred out of the next generation.

It is for racial classification, skin color doesn't matter when classifying races, genetics do. Like that picture of a Swedish woman and her mixed kid. He has White skin but the features of a Black, he would be considered mixed because of these features.
