There's always work in such places, just not random office jobs.
My cousin lives in an alpine village with like 200 people and makes actually a ton of cash by leading tourists through more difficult parts of the alps and teaching them skiing in winter.

More often by necessity, because since 50 years we've centralized everything in the cities.
Thankfully that might change as efforts were made to not let those villages die.
