Stop talking about things that you don't know, you clearly haven't even grasped the meaning of sovereignty.

Regardless of how a decision inside the european institutions is taken, EU members are BY LAW obliged to abide with the new regulations. Not to mention that some countries give Constitutional value to the european treaties, although Germany is not among them.

A real sovreign country would not have any source of law above its constitution, nor would it have to abide with legislation not enacted by the national parliament,

The POTUS is not "above" the parliament, so you can argue that Senators from California are an indicator that California is sovereign? Governors are another thing.

Also, the president of the European commission must also be appointed by the European Parliament, giving him, theoretically, the popular legitimacy that would lack if only the Council did it.

Parliament is the legislative branch of the government, President the executive.
Thus, in USA, a highest executive entity exists, called POTUS, who stands over the governeurs of the individual states.
If we use this analogy in EU, the individual countries are sovereign, since there is no entity above the country leaders.

But practically, European parliament and the president of the comission are rather symbolic, a singal for what is desired in the future.
