It's mostly because we are pretty reserved people. Scandinavian countries put a lot of weight on respect for personal space, so in public you won't see stranger walking close or looking at each other. They just come off as being cold since being accosted in public is pretty unusual, but usually not a problem if you're just asking for directions.
