As for why, the reason is uncertain. It's not a cultural tradition with a certain origin, it's just something we do. i.e. If you're on your own sitting down, or chatting with your friends, and notice someone else, at a distance, staring at you, that gesture directed at him would mean "the fuck are you looking at?"
