So their HDI hasn't changed since then? The formula for calculating HDI changed recently (in the last decade or so) therefore if it's high it's probably with the old formula.

The new formula decreased HDIs all around, even in developed countries.

the problem with the HDI is how the U.N. measures education, even though the United Nations claims that "Education is a major component of well-being and is used in the measure of economic development and quality of life, which is a key factor determining whether a country is a developed, developing, or underdeveloped nation" the "Mean years of schooling" and "Expected years of schooling" used in the Education Index are not a good measure of how skilled or smart the population of a given country is this is very different from infant mortality rate and to a lesser extend GNI (PPP) (which are respectively the main indicators to draw the Life Expectancy Index and Income Index)

mm... not so much really, now that some international large scale assessments, besides measuring the cognitive skills of their respective target populations based on their frameworks and distributing a background questionnaire, they have starting to distribute different questionnaires to teachers, school principals and parents for example, with of all that data we can estimate the effects of the standards of education in different countries and very interestly, for example in PISA 2015, if we only take OECD countries, just a little percentage of the variation in reading, math and science performance is explained by the differences in education systems, and again this is very interesting because for example, people in Spain, the United States, Norway, France, etc., tend to think that their standards are very different from countries like Finland or Korea but what the data shows is that at least the OECD countries do have a system up and running, all of them have functional systems, children go to school, they have a curriculum they have to follow, there are bathrooms and roofs in the schools, they have teachers, if the teachers are absent there are substitutes, etc., maybe there are some differences in some policies but the basics are covered and the differences between education systems would be even lower if we were to take out countries like Mexico, Turkey or Israel from the equation
