It's actually very healthy for the economy of a country to do useless infrastructure projects since it takes money from the government and puts it into local circulation, also helping the countries engineering firms. If the money was spent on resources such as health, a lot of it would be lost to royalties from medicines and machinery to other countries.

I stayed in that hostel for 2 nights - a nifty geometric concept, but it's rather lacking in proper employment of the volumes, elevated floors and walkways suspended inside the cubes and a lot of hard to reach surfaces. Some cool rooms tho.
