Quite commonly seen in South Korean military.

If high rank officer says some problem of one unit, the unit's commander criticize his unit's lower rank officer and NCOs and then the NCOs and small unit commander harass solders and solders haress their junior rank.

Not only military, this kind of haressment is quite common in Korean society.
