It's probably because they come from a culture where someone exhibiting such an enthusiasm/positivity would be faking it, so they view an American who does the same in a similar way, despite the different cultural context.

people don't really make small talk, although it's becoming more popular among youngsters since american culture is really popular in general
the culture here is just much more direct
people will only smile if they genuinely mean it here, not just out of politeness

America certainly has its fair share of people who actually have a sad attitude behind their smile, but I'd say a majority of Americans genuinely just enjoy being happy and smiling. I think Americans may have a subconscious idea in their heads that if they smile the other party will return the gesture and that makes your own smile genuine because it was the cause for some other person's smile.
