It seems like the feelings of exclusion and animosity are more dependent on the perception of the foreigner. A lot of these supposed Japanese xenophobia (I hate the term but I'll use it here for sake of clarity) incidents seem really trifling when you take out the emotion of the speaker:

If incidents like that really put you off from Japan, then you must have really unrealistic expectations of being an outsider in a different land.
