Why isn't Sichuanese considered its own language rather

Why isn't Sichuanese considered its own language rather than just a dialect of Mandarin? Apparently it shares less lexical similarity with Mandarin than Spanish does with Portuguese or French does with Italian.

mandarin-related chinese, mr, are carried by a continued presence of ruling bureaucracy including the sichuan basin, north of the huai river and west to gansu shanxi

other non-mr chinese however only have intermittent chinese rule with historical power structure derived from chinese forming a bubble against continued contact with the north, thereby insulating itself from norther influences such with grammar or foreign sounds like 儿
