For the same reason France is flooded with North Africans.
And only the Netherlands has Indonesians and Surinamese.

France flooded Europe with Moroccans though. And Morocco managed to make some good deals with Belgium and the Netherlands for workers.
Turkey also made a special deal with Europe, and especially Germany.

Other Africans are relatively rare here because there are no colonial ties and there have been no special deals.
