Exactly, that's why no matter how well educated a scholar is or how qualifier a politician is, they'll always be incomplete. They'd need to be both, and that's become impossible in today's so complex world.
I promptly exclude the possibility of an arrangement resembling a religious counsel made of religious scholars because we both know how easy it would be to corrupt one of its members and cause fitna; that would be enough to completely paralyze an important decision and spread doubt among the umma.

I feel sad that we have come to a point where the only alternative we have to "hate and jihad" is enabling degeneracy and binding religion to the whims of our cancerous, mean, puny, twisted, unjust desires. It's quite a satanic sight, I'd rather suffer the impossibility to marry an chaste woman if I did commit adultery rather than see religious principles be erased to accommodate my weakness. Religion is here to make us better people, it is our habits that should be bound in order to follow it - not the opposite. Nothing is sacred anymore, and this was the price to pay because some weak-minded people were having self-worth issues. What and utter disgrace. I don't drive any form of pleasure from seeing someone whipped or shamed because they sinned. You may view the Pope's liberal reforms as emancipating or generous; but I think one should keep justice in mind when trying to show clemency, because the latter can annihilate the former, although it is less important.
OK it makes it easier to forgive adultery (and any other sin established by religion), but discouraging these sins less won't serve the people who fall victim to unfaithfulness, for example. Unfaithfulness can even have serious medical and pecuniary consequences; what about these ? Do we forget them completely and bask in gratitude because someone didn't get yelled at ?
That's just one example. Marriage locks parents into being responsible for their kids; do you want the US black community's situation to be extended to all the world ? People fucking whoever and then either aborting or raising kids without a dad. That's the kind of thing that religious severity guards against; we need it.

That's not the problem. The problem is now that anyone has the propensity to be a Caliph. Opportunity in our age has inflated dramatically, such that anyone has the means to become whatever they desire to be - within reason and a body to rumble the world with. The question is who is adequate for a theocratic rule.

And the question is also how to appropriate a theocratic rule in a world that is increasingly rolling cloud upon cloud. There is enough space in the world to find a "modern" interpretation of Islam in a haystack, because this is an inherent problem with politics: there is no perfect system, because people necessarily adapt to the system and not vice versa - which is why you see some degree of stability in maladaptable political climates. A Caliphate can be like this too: in that its gears will grind but will screech.

Diagnosis is hard, but anyone can come up with ideas about how to govern people, because we're egotistical.

I grew up with the Arabic version of The Message (76), it's a great movie (GOAT soundtrack) and quite historically accurate. The actors did an excellent job and there are even some cult lines that are still used today as jokes.
