I mean that it was popular to go to Bulgaria in commie times, so people still think of Bulgaria as kind of a communist ersatz. Poles visited Bulgaria, because capitalist countries were too expensive (a trip to Greece or Turkey always meant a trip to work or sell stuff there) and holidays in Yugoslavia were already a pinnacle of luxury. And commie Bulgaria didn't offer a very high standard, so this image has been saved in our minds. After 1990, when Poles could already afford going to Greece, Turkey or Croatia without much effort, they naturally preferred these countries, as they were associated with something more prestigious.
