the US is a different playing field than up heredue to the crazy range of taxes on cigarettes
in Canada, the best budget brands (around 10 bucks CAD per pack) are John Players IMO
however, native reserves sell dirt cheap smokes like golden leaf which are ok, not good, but smokeable
