Well, it was a union between countries. Norway, Denmark, and Sweden all had the same monarch, but Norway and Sweden weren't a part of Denmark.
Denmark was however the leader of the union.
Just like when Sweden-Norway was in a union with the same monarch (they had different royal names in the different countries) but Norway was never a part of Sweden.

Sweden was apart of the Icelandic empire back in the 11th century.

Because you have to break out of the union - which means you have to remove the monarch.
When that monarch has two other countries behind him trying to stop that from happening (Denmark/Norway) it doesn't always work.
The thing is, Denmark as a country had no right to Swedish land or taxes, they stayed in Sweden, and the countries had different crown laws. But Denmark was the dominant country out of the three, because the king of all three countries stayed there.
