At what age do people usually move out of their parents house in your country?

Now a-days, EVERYONE MUST go to college at 18, and start living on their own by 21, or you become an outcast.
Obviously, I have had no problems following this plan because my family is fairly well off, but I think it's less fair for the less fortunate young who get isolated because of our societies' insane belief system.
