It's not poor at all, I've been there, the quality of life is really high for the ones who have a steady job, there is a massive amount of tax evasion though which means their money doesn't go through the government or local institutions and will appear poorer than they actually are.

The quality and cost of the food, the beautiful landscape etc. makes it a great place, but there is corruption in the institutions.
