Sending refugees back is an issue for multiple reasons.

The first comes when they actually cross. There is an obligation to accept them and process their applications once on our territory.
A product of this original problem that is a logistical challenge is the fact there is no obligation to actually keep the refugees in your country. You can just let them disappear in the next country.
So you end up with a situation where every country but their final destination is incentiveised to wave them through.
Even with Dublin the sendback procedure is far too difficult and the final country has to prove where they came from.
This pits europeans against each other and would have threatened the stability of EU if Germany ever dug it's feet in on it.

The second problem comes in the form of finding the real refugees due to lack of documents, personal with sufficient cultural knowledge, translators and the great number of the people coming in.
Once you do find the fakes sending them back is problematic because they will often flee, because we don't have arrangements with the states they actually come from and because we may be unable to identify those states.
Even if we have the state, the refugee and we can ship/fly them it costs money accompany them. An absurd amount actually.
