The main issue with crime solving has to do with the lack of prepared or specialized police units that are able to both acquire and secure evidence. Also, the lack of means to protect key witnesses makes a lot of crimes that has known perpetrators go "unsolved". It's not the law, it's the State aparatus (including human resources) that fails. The lack of moral attributes that OP states also contribute.

I was referring to our specific law, weakness in it's interpretation has rendered it untrustworthy in dealing with criminal cases (not long ago some cartel leader got domiciliary arrest after giving himself up), we are not punishing these acts accordingly, and the criminal elements being the ones with more power have begun to put puppets in policy making charges. The weakness of this law was responsible for it's bending.

That's the problem. Marijuana isn't what rakes in the most cash for the cartels, it's harder drugs like Cocaine that make the most amount of money.
You also have the problem with cartels expanding their operations to Europe, so even if they get rid of the US market, there's still plenty of buyers worldwide for their product.
