Chile is nice, but kind of American, as in, open economy with expensive healthcare and education (although almost all middle class Argentines pay for private schools and private medicine), the only State thing average Argentines actually use is the free Colleges. Public educations and public hospitals are pretty much a safety net for the poor.
The best option for me would be Uruguay. You only need to take a ferry to be in Buenos Aires.
