My impression, and sorry if this is completely wrong, is that modern Austria has little to do culturally with the historical nation of Austria anyway, and that it just uses the name. I could be mixing that up with other countries doing that, though.

All the high culture and excellent pastries that define Austria in the eyes of the world today were created in the 18th and 19th century, so I'd say it's the other way around, that Austria was not truly Austria before Maria Theresa.

In America, Austria is kind of forgotten about. We mostly just think of it as knockoff Germany + Arnold Schwarzenegger, which I think is unfair, but unfortunately it had very few interactions with the USA so there's nothing to be done.
