Then I looked into it and found out that in Toronto, 75% of break and enters go unsolved. 60% of physical bank robberies go unsolved too. And these are massive, serious crimes that hit the news.

Surely if you leverage technology to commit fraud it's much harder to catch and even gather evidence for a conviction? Seems worth it.

Frauds cost billions a year in every country, and yet a small handful of people ever get caught. Does that mean the rest get away with it? It would appear so. That the buck gets passed along.
