Compare Catholic Christianity. Its belief that no man is without sin and that it is inherrently the grace of God (let's not get into the Sola Fide debate for now) that saves us creates a sense of modesty. This combined with the Catholic Church adopting a lot of Greek logic and philosophy meant that Catholocism inherrently has a great reverence for Rome and Hellenism. Hell, it even had this whole doctrine of "good pagans" who cannot go to heaven but don't go to hell either (strangely enough Caesar is considered one of them, the guy who casually burned villages and started gang wars in Rome). The view of Catholics on their pagan ancestors is generally "they were pretty cool guys, such a shame they were pagans" rather than "that was an age of darkness, only Islam enlightened us!".

Of course these are the general ideas/doctrines and on both sides we have people who went against the grain (Savanarolla's Bonfire of Vanities, Ottoman rulers who meticulously preserved East Roman findings et cetera), but that's why conservative groups like ISIS arise to "correct" them.

Saddam Hussein wanted to rebuild Babylon and had his palace modelled on the ruins Nebuchadnezzar's Palace. There is also a recreation of the Library of Ashurbanipal in Iraq. Of course, it's not clear how accurate these recreations are.

Mind you, modern Iraqis are not the same race that built Babylon or Assyria in ancient times. But the point is that some of them are very interested.

Secular authoritarians have plenty of reason to hold up ancient emperors and tyrants as heroes and role-models, so it's no surprise that a man like Hussein had those interests. But with the apparent decline of such regimes and the rise of Mohammedans hostile to any culture living or dead that is not also Mohammedan, I very much doubt we'll see anything else like Hussein's efforts in the near future.

And thus the general explanation: anything of significance needs state support because it isn't directly profitable, and whatever the populace may think or feel, the fact is that states in the Middle East are lacking the interest or the material capability to do anything substantial or useful with the ancient heritage of the region.
