The 90s famine actually happened because Kim Il Sung had some romantic vision of Korean peasants eating rice and meat soup in their traditional tile-roofed houses. Of course, nobody could tell him that rice won't grow in North Korea due to the climate, so they deforested all the hillsides trying to make rice paddies. The rice didn't work and the loss of the trees caused massive soil erosion. Then factor in the country's near-complete economic collapse in the 90s with the end of Soviet aid.

Instead he spread propaganda that he suffered along with the people (which was entirely false,as anyone who defected and knew him attests (kenji fujimoto says he ate like a prince, jang jin-sung says he remembers seeing him eat ice-cream that was on fire etc))

He feels no empathy for his people. He was raised to be a king, and his mum died early so he was always a bit of a fuck up. He was told that nuclear scientists were having their hair and teeth fall out after an accident there, and he just didn't react at all, not even in shock (according to Fujimoto).
