"Invented facts that are almost believable". If that was actually correct then I'm 2 for 2. I just knew that Britain and many other countries in Europe went on a nationalization spree after WWII (NHS, etc.) and that Norway's economy is practically only fish and oil.

Norway, despite similar policies toward refugees as Sweden, has not seen such large numbers of migrants due to its harsh climate and smaller cities. Norway has instituted programs to try to attract migrants that would otherwise end up in Sweden, Germany, and France to no avail.

I think that's the case here. The problem is that there isn't a national ID card, so the only identification that everyone has a birth certificate. They were going to introduce an ID system but people complained for some reason.
