I saw a documentary about Brazilian favelas yesterday. I know not all of Brazil looks like that but it looked really surreal like something you would expect in a war torn African country. They had no government building for a few kilometers so favela leaders acted as government and ruled the entire district. People there said you can hear gun shots almost every hour of the day. It was crazy.

Lots of fairly poor neighborhoods still in Brooklyn, NY. Pic related is a typical housing complex for niggers and spics. Mostly because of WW2, most of the country was bombed to rubble. The Allies firebombed cities which left nothing standing.
After the war they had to rebuild everything, with thousands of prisoners of war returning from the Soviet countries in the east and US/UK/France in the west there was need for a LOT of housing.
The german people living in areas formerly held by the country to the east also fled to germany towards the end of the war, and those that didn't were mass expelled by the local governments after it, further increasing the need for housing
Apartment blocks are easy, quick and cheap to build, it's not surprising that they built a lot of it, half of germany was also held by the Soviets, who loved packing people like sardines.
Also at the time massive apartment neighbourhoods were fairly new, at least in the commieblock sense, and a lot of city planers thought it was the way of the future and more efficient and comfortable living.

I'm of course cherrypicking bad parts. I didn't spend too much time in the city, was mostly on campus in the suburbs. It's a typical rustbelt city with the advantages of having a couple good colleges. The decay will continue because there's not any good reasons to locate a business in Rochester. Xerox and Kodak don't exactly have a lot of employees like they used to.
