I saw a video somewhere where they said that French teachers always find mistakes, even in assignments where they seem absolutely immaculate, so 19 basically became the new "perfect" score.

Depends in some schools, but in general, 0/0,0 is the lowest while 10/10,0 is the highest.

In the case of average, some schools adopt 5,0 or 6,0 (or even 7,0) as the definite point that says if you passed or failed.
