I think you're confusing stability with liberty and prosperity. If Hussein ruled without opponents or challengers, and his orders were carried out efficiently, then the country was stable. I think Chris Hitchen's said something about how compared to Nazi Germany Hussein's Irak was stable because of how effective a dictator he was.
