While loli/shota pornography certainly does fall under obscenity laws, no one has ever been arrested or charged for solely viewing/downloading images or video depicting 2d/drawn/rendered minors to my knowledge. The handful of times people have been charged for this it has been tacked onto a more severe charge (typically some manner of child pornography) to increase sentencing.
