Military (or police) dog would be cлyжeбнaя coбaкa
mercenaries (or maybe a hawkish person too) would be "пcы вoйны", but it sounds like a title for a film or something, not normal speech

I feel like that would be fine in this situation, "dog of war" is hardly an everyday phrase. милитapиcт feels like it belongs in a discussion of political theory, so I wouldn't use it here.
