Japan is fine. It had huge economic growth in the later 20th century, bringing a pop boom, and it's just evening out. Everyone and thing is fine.

Japan can take balancing between birth number and death number until 2053.

so? this too shall pass, they won't need all that infrastructure so maybe turn some of it into green spaces (which is always pleasant). Smaller population would mean less comfort for a short time and then it would balance out.
