If people are willing to pay the price, then that's their choice. The real bullshit is when institutions decide to place water fountains in the least convenient places possible in order to increase the "cost" of getting water from the fountain. Many people would rather just buy it from machine rather than walking 250 feet up a flight of stairs to the fountain. If you had a fountain next to the machines, it would cut into their profits from the drinks (which the building hosting the drink machines shares in).

That is not an example of the market failing to regulate itself, it's an example of the market doing so. The purpose of a market economy is to maximize profit, efficiency is merely a beneficial side effect. This behavior might be classified as rent seeking (one of the major causes of inefficiency) but I'm not sure. It's mostly a minor inconvenience and way of extracting money from people.
