Constant warfare drained the empires finances dry and the only way to keep up was to increase taxation which further impoverished the empires population, that coupled with a stagnant political system which lead to corruption and infighting meant that major reform was impossible
When reforms were made they were usually short lived or too little too late
The entire empire was built on expansion, it's economic and taxation system was never designed to work in the long term or promote growth as all growth came from the conquest of new territory
