My gf takes joy in refusing their credit card purchases because they either:

a) dont have a signature on their credit card, or
b) it doesn't match with the signature they provided

I don't know, my credit card offers all kind of goodies which favours using it. For more expensive payments (like TV's snd stuff) I get free insurance, buying plane tickets gives me automatically "cancellation insurance". I can keep larger cash buffer in my account between pay checks, and if I reset the credit debt right when my salary hits the account I pay 0% interest.
So it's a win/win for me.

However, I agree credit card shouldn't be granted for people who have no idea how to handle their finances.

You get rewards for your using your credit card, extended warranty and build credit history. There is *LITERALLY* no reason not to use it. You get free money. Why wouldn't you want to get several hundred dollars a year for free? Just for a convenient method of payment?
