Well as I was trying to word it, the politicians of the EU know that what might best bridge the EU together is a strong couple to preside on how it is ruled, that both embody something for every other member country to liken themselves to (i.e. Latin countries seeing themselves personnified in France in the couple, and Central Europe in Germany).
