What you linked are only geographical locations and they're WESTERN NAMES. Rusins or Ruthenians for you westerners, never actually got to create their own states in history and were first part of Poland and Lithuania, and after we got rekt came under Russian rule.

They spoke a language very close to Polish, which can be seen in the Statutes of Lithuania, except they used the Cyrylic alphabet. The latinized copy of the document is basicly polish with some loan words.

Anyways the title emperor/tsar/king/ruler of all rus, was a political thing already established by muscovy to legitimize its claims on rusin lands.
