He'd be accepted by blacks if he spoke English, but I don't know. He would probably prefer hanging around Latinos since he's culturally Latino and would probably have more in common with CHIs than blacks.

I have 2 black latino friends in uni, they're the chilliest of them all and their sex-appeal/attractiveness ratio is unbelievable.
They are very rare in mexico city but I have the ability to befriend non-normal people like the Russian expat I train waterpolo with or the Mexican-Korean I have german classes with.
