They serve different porpoises.
Legs are for actual meals while wings are a side-dish, appetizer, or something you snack on while doing something else.

It depends how they're cooked. If the dish itself is just wings it's usually pretty good. For normal fried chicken places though where you'd get a variety of pieces the order goes leg > breast > thigh > wing
