They're both enormous cities and have all the problems big cities have - crime, ghettos, pollution, shit traffic, lots of tourists in the centres etc.

Obviously if you go for a short vacation it's gonna be good.

Like any major world city with millions of people and spread out over lots of land, there's amazing parts and shitty parts. Can't speak for Paris but London's positives is it has the highest concentration of higher learning in Europe, world leading museums and art galleries, sports and sports venues out the arse, live music and its venues galore, theatre, etc.
I personally love the British museum and the Natural History museum.
