Sure, that's all nice, but do you have legal screen time quotas for domestic actors? Afaik, similar to Canada, the UK has laws that require a certain percentage of actors in a film or show to be British. To me, that's not a far cry from France's laws requiring a certain percentage of their media to be French, which smacks of insecurity in your culture's ability to compete in a free market.

Then again, the Russians we have here are among the small number that can speak English and their English skills are just okay, especially when you take into consideration that they speak an I-E language which shouldn't be as radically removed from English as jungle gook tongues.
