Civ is sort of stupid for not having real cultural change. Then again, simulating such may not be fun.
There are really just a few different acutal civilizations. Nations are subdivisions within a civilization.
European, Islamic/Near-Eastern (you might even want to clump this together with European and call it something else), East-Asian, Hindi, African, Native American, the rest are meaningless.
