It is there to protect the weaker particle board walls, as well as the isolation, underneath. If it's not fixed soon, the house will be at risk of becoming water damaged.

Neither the aluminium facade nor the underlying particle boards are bearing, though. That's usually done by a concrete frame. It's not like the building will collapse.
