No, but Montreal is the best city in Canada. Quebec City is pretty nice as well...but more so for tourists.
However, it would completely suck to be from Quebec and not be close to either of those cities (especially Montreal) unless you love the outdoors or something like that.

Technically true, but from my personal (albeit anecdotal) experience, most Frenchies who come here are white. I think it's partly because some white French people sometimes feel attached to la francophonie, and to their former colonies and "muh empire" and such, whereas non-white French people don't really give a rat's ass about this sort of thing.
