I'm an American who is pursuing a bachelors in philosophy with a business minor.
Could I pursue a masters degree in business in Germany the same way I can in America with a minor in business?

We do that here too. I don't know if it's "an American thing".
It will depend on what share of your grade/the number of your credits is business/maths courses.

OP here. Not exactly sure how but I plan to get a business job. Marketing probably. And once I build experience working I will decide if I want to get a masters in buisness and continue my work in that field. Or if I want to pursue being a philosophy teacher which is my passion.
