Should I spend two months in England&France or USA&Canada? Why? I speak English and French fluently and my budget is 9 thousand dollars not counting the plane tickets.

Especially in Europe, I'd like to take the Cambridge CPE test and the DALF C1 or C2. Other than that just travel around meeting new people and experiencing what each region of both countries has to offer. In North America I'd like to do the same but with more fast-food.

Don't mind him. You'll need them if you want to move around.
That's a young French thing. If they see people have success in their work and studies, or that people have money and dare to use it, they get jealous.
You're closer to north America and you'll certainly have more chances to go there in the future. Come in Europe and have fun visiting. Cambridge is a nice city to stay at if you plan to pass the CPE test there. Go visit Scotland too. It's really beautiful during summer.

Any other easily accessible cool places I could go to then? Also, what should I do in England? I have complete freedom to travel and am quite fond of the British lower-league football teams.

I haven't actually picked a place to take the test in yet. The DALF will be in Paris but I'm between London, Manchester, Torquay and Cambridge for the CPE test. Thank you for the encouragement though :)
