No. You actually learn a language a lot faster when you're around 18. You only start getting slower from around 24 onwards, depending on your intelligence you could still be able to learn a new language at 70 though.

The only thing is, if you don't extensively hear a language being spoken around you before the age of 12, you'll never achieve 100% natural sounding native pronunciation.
