it's evident from japanese domination in the pic related (and you can see that top competitors in the list are all prosperous and advanced countries today).
japan already had a prosperous monetary economy, one of the highest literacy rates, some of the world's largest cities, and a lot of what it means to be a successful nation.
certainly meiji restoration was also a pretty important event, but it was accomplished rapidly because japan had had the power to implement it in the first place.
