We are seriously discussing getting nukes and a foreign legion right now. But if anything, we will use it to protect the rest of the EU to deepen integration and create a federation. Then we can talk about European hegemony.

The call for nuclear came from all kinds of the political spectrum. Even the social democrats and several left-leaning news outlets discussed it seriously.

You would need to abandon the puma if you wanted to have a decent IFV that the military can afford along with the fact that the leopards are horrendously outdated and due to be replaced in 2020 Germany also has no airforce and navy

The Puma is a decent IFV, we just need more of them.
The leopard just needs an upgrade on the active protection part. The main components are still enough. Upgrading all Leopard 2 to a decent standard and then add a Leopard 3 to increase the numbers is the current approach.

Having small numbers of expensive, home built equipment is our way of preserving the necessary knowledge in our arms industry. Fielding huge numbers of old equipment doesn't suit our strategic needs.

First step is to reduce the amount of overlaps accross nations' defence industries. This frees assets to be diverted elsewhere.

Second we need a dedicated European military surveillance and intelligence gathering satellite(s). I believe this is already in the works.

No country on earth would ever go on a conventional war against Europe at the moment. This is why nukes are so good, you just need a few of them to be a big guy. I do not see why Germany should invest more money on its army.

You don't know how our debt works. We are using the low interest rates by restructuring our current debt. And money for investments with a return rate of greater than 1 are already done. The money available for these projects is just not used completely since planning is too slow. Just spending money on welfare and making everything look pretty is not a good investment, though.

This is getting VERY speculative, but if more countries break off from the EU in the next couple decades and the remaining countries are solidified beneath it, a German-led EU could try to do something like that. Or even a Germany bolstered by its status within a smaller but centralised EU.
