There is a treaty that forbids anyone to exploit its resources. Lot's of countries have claims but no one is forcing them up. Still, it is one of the reasons that UK never let the Falklands thing.
Exploiting of resources are still too expensive to become profitable, it seems that mining asteroids can be less prohibitive.
